One of the historic but little publicised decisions at the recent summit of the African Union in Durban, South Africa was that five of the 10 commissioners - who will make up the leadership of the new secretariat - would be women. None of the 53 African heads of state, whose countries currently make up the membership of the AU, is a woman.
