There is a clear consensus among African governments that a unilateral move by the United States to engage militarily in Iraq would be a mistake. At last month's African Union summit in Addis Ababa, Ethiopia, heads of state and government passed a resolution clearly demanding that any decisions should be taken within the United Nations system, specifically in the Security Council.
