When the African Growth and Opportunity Act (Agoa) was enacted in 2001, the legislation "changed U.S. political discourse with African countries from begging bowl to business partner," David Beckman, president of Bread for the World, told a gathering of non-governmental organizations convened to examine Agoa's impact on economic growth and poverty reduction on the African continent.
