The U.S. President's Emergency Plan for Aids Relief (PEPFAR) has requested beneficiary governments to draft policies that encourage male circumcision to reduce on the risks of spreading of HIV/Aids.

What happened to the more effective methods of reducing HIV: sexual education and condom distribution? Look at non circumcising regions in Europe and Asia. They control their HIV rates without circumcision.
