Mr. Onyago-Obbo closes his article closed with the sentence, "Honestly, I don't understand it." But (at least in the case of Chad) there's not much to understand. The 50 percent increase in national income he refers to - who has received the benefit? The ordinary Chadian - or the clique which holds power? The answer is obvious - and so also is reason for the current power struggle.
