THIS IS DICKSON KAYIRA. If the government has set of that plan ,i should say it's good to do so because as the state need to have that memorandum of understanding in order to be sharing some ideas through which defence co-operation can be exchanged. In so doing , Malawi can improve in defence system ,having saying this ,because malwi is left behind item of security so if that agreement is in place then, i can comment like that,in malawi now we shall have a very strong defence likewise South Africa has.The import and export system will improve , those who smuggling will be caught, even the internal security will be as well under control.I am a Malawian i know alittle about it,lets come to police defence,it's a little bit loose , this is so because policeman are playing great rule to loosen the defence in this way 1,bribes ,favourtisem.2,the entering of goods from outside country they demand a lot of money besides Government custom. Finally, am very happy with that Memorandum of understanding of exchange and experience in defence co- operaton.thank you for render that chance to contribute towards the theme thank you.
