THE recent post-election violence that rocked Kenya will not affect the fast-tracking of the East Africa (E.A) political federation, the government spokesperson, Dr. Alfred Mutua, has said.
With the power-sharing agreement in place, concerns that keya crisis should adversely affect the east african federsation ought to be laid to rest. In fact the kenyan situation has never been an issue of concern at all. rather its is uganda's non-defined constitutional provision for term limitation which is the threat. It is difficult to see how a country with entrenched one-man rule of ugandas museveni can be party to a federation with countries which are democratically governed with clear defined term limits. The Entrenchment of museveni in uganda is the threat to the east african federation. NOTHINGELSE. Citizens of Tanzania and Kenya with established democratic instruments for leadership transition would be forced to have a LONG QUESTIONING SECOND LOOK at fast tracking of the EAF. Gadafi's call to Museveni to further entrench himself does't help in this regard.
The federation should be delayed.
" ... power-sharing agreement in place, concerns that Kenya crisis should adversely affect the east african federsation ought to be laid to rest...."
Let us not be carried away needlessly. For a federation to work, there has to be a respect - firmly rooted in goodwill and the rule of law - of the instruments that creates it and the mechanisms for dispute resolution. There was in place a constitution in Kenya by which Kibaki came to power in 2002. When it suited him, he trashed it - and there was no mechanism in place to punish the wayward strongman and restore order.
What is there that will hold a rogue Kibaki, or any other leader, to any agreements signed? How will the agreements be ENFORCED?
WORTHLESS EFFORT.
