I must confess sincerely that a few nigerian politicians have emerged with strange words which does not quite exist in the professional dictionaries nor in academical achives, a desperate demostration and egarness to consil either acts of corruption , theft or / and missapropriation of public fund , even theft.

In all my entire life as an accoutant and a financial expert , i have never heared of the word ``SEMI- LEGAL``But in terestingly after reading your article, behold it was been used boldly by a well respected Chairman of the Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC), Engr.Hamman Tukur, either to justify an act of misappropriation or illegal allocation of Nigeria pulic money.

Unfortunately this article is related to one of the professionals i look up to as a mentor, Prof. Ngozi Okonjo-Iweala.It is not that am against a sincere adventure by a political office holder to venture into a journey or may be to initiate a government project to better the socio -economic lives of its people, but then every venture must be taken religiously according to the layed down methodological concept of the country.And of appropriation accouts, public financing are what they are. They are either legal or illegal.

I am convinced that the rules of appriopriation of public funds are layed so that monitoring of government projects will be made transparent and trustworthy. For instance the story of the $16million NIPP will not almost be turning into a mistery.

Every public officer in charge of such account should be able to stand their ground and say no to a dubious call when it is clear that a withdrawal of a similar account is illegal. Theres no need of trying to semi-legalise what an act that was illegal. All eyes are watching us.
