Mozambique's ruling Frelimo Party has drawn up "a positive balance sheet" of the first three years of implementing the government's five year programme, based on the Frelimo election manifesto of 2004, according to the Frelimo Secretary for Propaganda and Mobilisation, Edson Macuacua.
