Public Service PS Titus Ndambuki Monday dismissed claims that the Government is broke following delay in paying civil servants' salaries.
When you have activists in the name of union leaders then these kind of statements will be expected. Everybody knows( who cared to enquire) there was adjustments because of the newly created ministries. This exercise concided with the supplementary estmates so delays were enevitable.
