William Schabas, Director of the Irish Center for Human Rights, a lawyer close to the Rwandan authorities, considers that the decisions of the judges of the International Criminal Tribunal for Rwanda (ICTR) to reject the transfer requests of defendants to Rwanda is a lack of respect towards national courts.
