The immediate past Group Managing Director of the Nigerian National Petroleum Corporation (NNPC), Engineer Funso Kuplokun yesterday told the House of Representatives Committee investigating the Department of Petroleum Resources (DPR) why the government of President Olusegun Obasanjo guided the technical committee that conducted oil blocks bid rounds.
