It need to be understood that NGOs are only a small part of a broader part called civil society. Whether it is local or global is debatable. Inherent to Civil society are to important parts. Delivering Services to beneficiaries and challenging legislation, governement policies and practicies. The latter as part of its aim to deliver to society. To reduce Civil Society and therefore NGOs purely to delivering services aligned with governement agendas, is to reduce NGOs to agents of government. This constitute an unhealthy society. NGO programs would accordingly be inseperable from the politics, whereas it should be beyond politics.

The same arguments used that some NGOs serves the MDC agenda can also be used to say that if NGOs serve governement agenda it serves the ruling political parties agenda.This is magnified even more given the above understanding of the role of NGOs.
