would allow the Karamojong to water their cattle, or soldiers like you who
instead of defending and protecting Karamojong and their cattle end up
stealing their livestock and murdering them. The UPDF service in Karamojong
has been disgraceful. The NRM/UPDF is going about transforming Uganda the
wrong way; you cannot build Uganda from the top to bottom. The only way one
will succeed is by building from the bottom up by focusing on what has
worked for generations, which is a lot and discarding what isn't working
which isn't a lot. With its scorched earth guerilla warefare the NRM/UPDF
destroyed the rural structures that were working and had not and still do
not have anything to replace it with. Development isn't exercise in
psuedo-political theorising, it is practical hard work rooted in and based
on the realities of peoples lives.
