IT SHOULDN'T come as too much of a surprise that the budget surplus that Finance Minister Trevor Manuel had pencilled in for the next fiscal year is no longer expected to materialise.

It is my conclusion that we will see a relatively small surplus in 2013 and probably again in 2017.
