The Rwandan government considers that refusal of the International Criminal Tribunal for Rwanda (ICTR) to transfer certain cases to Rwanda is a way of putting a "fait accompli" before the UN Security Council, which gave to the Tribunal until the end of next year to finish the first instance trials.
