Johann Swinnen, former Belgium Ambassador to Rwanda during 1994 genocide, testified Wednesday before the International Criminal Tribunal for Rwanda (ICTR), in favour of former Chief of Staff of Rwandan Gendarmerie, General Augustin Ndindiliyimana, whom he described as "a positive person".
