"While the responsibility for this crisis [in Somalia] lies first and foremost with the Somali leadership, the international community, principally the U.S. government and members of the UN Security Council, has also failed ... They have failed repeatedly to take a principled engagement to solve the crisis, acknowledge the power realities on the ground, support peace negotiations without imposing ...

iracy is an evil lawless act. Those envolved are mostly inhabitants along the coast line. The USA is not to blame for not setting a policy nor is the UN or any particular nation.T
hat mer of piracy is a serious criminal of an international nature. Those committing these crimes are inhabitants of the coastal villages and such places along the somalian coast.Every nations interest is at stake. The UN General assembly can introduce a resolution ,it has already sent some war ships to the area than they were withdrawn as other nations began to protect its own national interests.Yes thats it each nation has to protect its own interest along that stretch of sea lane along the Somalian coast. The matter is beginning to envolve large amounts of money ,high insurance rates and illegal imprisement of innocent seamenand delay in the delivery ofgoods where they are intended to be used.Somalia is a failed state therefore there is no use in protocol.Iwill predict the following ;those companies hardest hit will hire mercianaries to neutralize the pirates on land at their land bases, homes and any other set ups or connections existing
(The writers are correct that the Piracy Problem starts ‘on shore’, but as piracy barely mentioned in the article, I will only address what the articles actual gist is.) A well written article, at least if it is being used as a teaching aid for the proper production of propaganda, pursuant to an agenda of hyper elitists who deign to tell everyone and entity everywhere that they are wrong and the writers and their minions are the only ones who have it right. Some examples : In the opening statement by RI it is correctly stated that the primary reason for the failed state of Somalia is Somalis, then immediately faults the U.S. and the UNSC for not having fixed all the problems. There is no absolute responsibility for Any of the problems (there) that do not fall squarely on the Somalis themselves; any and all other help is strictly at the good will discretion of any willing entity, be it a government or NGO. The writer(s) also are of the opinion that all aid should be rendered without any conditions, pre or otherwise, attached; this is absurd. This method has been used many times, and all it does is to promote continued unrest and reliance on aid as an unlimited national coffer. (Many nations, particularly in Africa, fell in to this category in the past, and the result has been extremely stunted development in all areas of modern, civilized, life.) Further, by this time in the worlds socio-political evolvement, if any developed, democratically elected government, tried to give away its national treasure without prudent conditions for its use, said government would not survive for very long (and they know it). It is extremely galling that the time when the Union of Islamic Courts held sway is referred to as “(Somalia’s) one recent experience … of relative stability”. There is Always stability when a dictatorial and brutal regime is in power (and stays within its borders); history is replete with too many examples to list here, so I will use but one contemporary example : North Korea. Having ‘relative stability’ is one thing, but at what cost? It is also stated that the various parties involved in trying to bring about a functional Somalia should engage everyone, no matter who they are, and an example being Al Shabaab. There is A Reason this group is listed as being a Terrorist Organization ~ and that is simply that IT IS a Terrorist Organization. They, along with the Islamic Courts, support, vocally and materially, other terrorist organizations who seek the complete demise and subjugation of anyone, anywhere, who does not believe as they do. All of these groups are actively seeking to turn Somalia into an Islamofacist state. Yes, there may be calm for a while under such a system, as long as you don’t mind girls being denied any education outside of the house (and brutalized or killed should they try to learn), ‘honor’ killings of family members who were raped would become national law, and all the while the state will gladly be giving aid and comfort to all who seek to export their brand of terror to other countries. In conclusion, the writers are either incredibly, stupefyingly naive, or actively seeking to support those who are doing the most harm, under the propagandistic guise of humanitarianism.
