In Uganda's case everybody, except this academic NRM apologist, who keeps dancing around a very well known problem like it is such an illusive mysterious problem. The corruption in Uganda is perpetrated by the ruling elite: the president and his political NRM cronies. The fish (NRM government) is rotten from the head down. From whom should the whistle blowers protect themselves ? From the president and his cronies ? That is as futile as an abused spouse seeking protection from the abusing spouse. The first step is to remove the innately corrupt NRM military junta from power and replacing it with a vetted leadership - vetted through an open electoral process, some African countries have been successful in this - of character worth its name. That leadership will then build democratic, independent, credible institutions that can work seamlessly from one presidency to another. The current institutions namely: judiciary, police, parliamnet, etc, have all been compromised by the corrupt despotic regime. Right now there is nowhere to go for protection even if you are an anti-corruption crusader.
