For once, I would agree with Shams, our Minister of Finance that poor human capital is to be blamed for budget delays. I guess our bureaucracy is merely following in the footsteps of our go-slow President and his prevarication. As the adage says - a fish begins to rot from the head down to the tail" However this issue is not applicable to only budget delays but pretty much the entire spectrum of Nigeria's bureaucracy. Guess what is responsible for such poor human capital? Poor educational system in Nigeria which is palpable. One would think that a govt that is aware of how our poor human capital is pulling us back from the vision 20/20 would be proactive in reversing that trend by revamping our educational system & make it a priority but NOOO... The 2009 budget had only a paltry sum earmarked for education and health. How are we to ensure that the future would be any different from what exists at the moment. With this trend of misplaced priorities, our Youth will continue to ditch schools for the streets so they can be used by corrupt politicians to cause mayhem by killing each other in the name of religion. Primary school kids will continue to ditch schools to go sell Akara & Puff-puff instead of carrying their desks and chairs to/from school with poorly paid teachers . The brainless profession of "Okada-Driver" would be the professional choice of our college graduates that couldn't find other jobs that could utilize their skill-sets. More or less, the govt has purposefully created a lower class that are stuck and unable to rise beyond that class while the ruling elite will continue to pass the baton of rulership to their offsprings so we continue with this vicious cycle of ignorance and poverty. Isn't that just dandy?
