REPORTS from the Democratic Republic of Congo and the Western Equatorial region of Southern Sudan that the Lords Resistance Army (LRA) rebels o f Joseph Kony had cut off lips as well as the body parts of some of the residents has sent panic amongst the people of northern Uganda.
