Extreme poverty is always the expectable result of insufficient action. But not just any action is helpful. A business is not something to tax. Everything that business does with money employs someone, and performs a task in support of the economy. Each dollar taken out of a business's profits is a dollar not employing your neighbor, and a dollars worth of work that the people paid that company to do that is not being done. For the delusion that the people aren't paying these taxes, the people pay them repeatedly for years. Business regulation falls on the same backs, and so has the same opponents, but is a totally different problem. There are good and bad business regulations. There are only bad business taxes. A more aggressive approach to poverty in SubSaharan Africa would be the clearing of the aquatic weeds that choke your waterways. There is enough Typha Australis in Lake Chad to feed every African a daily loaf of bread, and what isn't fit for human consumption can be used as fuel. Right now, it is just dessicating your continent.

money is a recent thingy. the west is in a poor state because they have killed so many of their babies. the most important thing is people they are the most valuable resource of any country on the planet. start putting care for people forward for youngest people and it will pay dividends in the future. youngest and smallest first and everyone else will benefit. This means good care for pregnant women through to birth and getting those youngest into school.
