IT was not easy tracking the Chairman of the Police Service Commission (PSC), DIG Parry Osayande (rtd), for this interview. Whenever he is in Benin, he is busy playing golf and would not want to be disturbed. On several occasions he had turned down request for interviews because of his tight schedule.
