How sad that Nigeria is blessed with such a visionless doofus. As if that is not enough, instead of encouraging local large scale farming, Yar used the money to import food thereby exporting our scarce foreign exchange that should have been spent on labor cost of Nigerians employed in road and bridges constructions and farming thereby generating tax revenue to promote adult education so the skilled workers (produced by the Open University for the Adults that OBJ tried to promote thru his personal example) can branch into replacing EXPATS that earn 50 times more than our locally produced expert. If Nigeria wasted $400 Billion in 40 years, the way Yar is going, we may end up wasting almost as much given today's exorbitant production costs. I weep for Nigeria.
