Liberia has gone far since Charles Taylor was overthrown, but its security reform has serious gaps, and the biggest challenges are just beginning.

"Unless partners, especially the US and UN maintain their efforts to make Liberia more secure and stable for the next few years,the investment made since the end of the war could easily unravel". Strong words from Mr.Francis Grigon,(Crisis Group's Africa Program Director) The US and the UN should listen to this clarion call by Mr.Francis Grignon and halt the draw down and pull out respectively,especially at this crucial moment in the reformation process. The security reform sector is very important in maintaining sustainable peace in Liberia. There are still problem oriented,trigger happy people within and without that still yearn for Liberia to return to chaos and confusion to their suiting. Reformation is a gradual process and goes over time. Please US and UN we don't want another quick fix solution to send us wondering in the sub region and other parts of the world again.If things should go bad this time around it will take a long to get better.Thank you for striving to help keep Liberia secure and stable.

Again,the mafias and their hungry lions, are preparing and manufacturing new vocabs. on Liberia.They say it and when it happens,they tell you we said it.'A theif who boasts in the neighbourhood of not stopping his stealing habits,always have a strong backer'. Africom, ask African countries for a Base.The Liberian Leader agreed for that Base to be in her country, but the so-called corrupt Ecoaws Defense Ministers refused.Because they are always bent on their usual slogan "Coups". Why did they reject? Can someone tell me? If Liberians return to such a madness, then I'll know for sure that Life will go to the breaking point. Liberians, unite yourslves.Do not dwell on hatred against oneanother.We know them.This is how they do it.They only want to be in the lead.
It's apparently that only an actual (fresh) case-study may illustrate if recent progress in Security Sector Reform has reached to a satisfactory extended order since end of civil crises per 2003 under supervision of Int'l Crisis Group Brussels. In this context it's of vital importance to firstly single out Criminal Law versus Civil Law, in that manner respecting the law sovereignty of the Liberian State, viz., : - Criminal Law holding Public Rules & Measures imposed / commanded by Govt on or from its civilians, whether resident or non-resident, by means of penal legislation. - Civil Law holding Civilian Rules & Measures between residents of a country by means of a legal process on own initiative of parties. It would now appear that in New Liberia (after 2003) juridical matters are too easily referred/put under Civil Law, when factually it comes to appying Criminal Law by Govt. It's reason of course being that Security Sector Reform has not yet reached a satisfactory level when it comes to Govt assuming its penal responsibilities versus civilians breaching Public Rules & Measures out of its sight or its care and Govt law officers intentionally escaping the heat of the cooker referring wrongly matters at once to Civil Court ! In afore view a present case-study is at hand to demonstrate how Govt creates dissatisfaction when it comes to its sovereign turn for at once applying Criminal Law investigation when called to do so. Recently (Jan. 12 & 21, 2009) two Liberian leading newspapers reported about United Security Insurance (USI), founded per 1972 in Liberia, being robbed/swindled over 1990 / 2009 by its former Nigerian managing director / registered agent, residing in Monrovia, for approx. US$5m on shareholdersfunds & policyholdersfunds. Notwithstanding formal reportation of swindle to Govt on 12th Dec. 2008, until today Govt still keeps away from the heat of the cooker and avoids to apply Criminal Law investigation on the USI-issue. One would now guess, how come ? : " Be Govt's law sovereignty at risk ? or just silence gives consent ? ". Anyway for sure, until now Govt law officers (read a.o. Solicitor General / Public Prosecutor) be as silent as the grave, while communal funds got astray for, mind you, US$5m ! However, the Crisis Group's Africa Director (mr. Grignon) now makes things clear : " Unless partners, US / UN, maintain efforts making Liberia more secure & stable (read mainly Criminal Law-wise) progress made since start of era of Madam Ellen (2003) could easily unravel ". It would appear from case-study on USI that such process of "unravel" has long started, worsely, Liberian Law & Order are already back in desperate state anno 2009 !
Yes, the police and Army have a way to go, but they are so much further along then they were even last week, let alone at the beginning of The Rebuilding. I fear that again the folks at ICG who wrote this didn’t actually take any time to analyze what they have said, alluded to, or claim to know about now or the future; just spit out a few facts & innuendos, and expect the world to take their word, (read : opinion), verbatim. (This is of course a favorite of the left leaning wingnuts who expect everyone to believe everything they say… after all, they have a ‘letterhead’.) They speak of the police, who are “are still widely considered ineffective and corrupt and are heavily criticised (sic) for allowing a recent spate of armed robberies”. To my understanding, most of this crime is taking place at night. This may not seem to make a difference to those in the ‘overtly civilized’ world, but think about this : These gallant Ladies and Gentlemen (except for the very few specifically trained for it), Have No Weapons. Now, in the daylight it is hard enough, but THINK About It : Groups of armed marauders, many (if not most) have no problem (and frequently a lot of experience at) with killing for profit. It is dark out, and an armed gang sets out to do their nefarious & disgusting deeds. When you speak of corruption, the ‘old’ force was one of the worst ever known … that surely does not make the newest and finest trained to be such persons. If you are one of the ‘newly and properly trained’ batches of police officers, you would know that operating without any armament against such gangs of thugs, and going out to confront them, let alone disarm and arrest them, (and at night) is truly a fools errand. The work that the Police DO accomplish I find not just heartening, but worthy of admiration. Is their room for improvement? Of course; but then again, that can be said of every law enforcement & military unit on the earth, bar none. That is the nature of the game – Once you have the best, then figure out how to make it better. While there is much to be done, I personally congratulate every member of the police force and military that have been properly trained & doing what best they can to bring harmony to Beloved Liberia. I will also pray for them – Heartily.
