India has been through such a phase of agricultural suffering until the 1970s. It has risen from this quagmire through a persistent technological and extension effort. All African countries can benefit from the Indian experience. There is abundant know-how on how to make the most of scant water resources and on how to alleviate rural hunger and poverty.
