As long as the thieving hands and opaque policies of the RBZ remain not a cent ought to be channelled through it, its that simple. Secondly, the conditions tied to the money are natural, if my brother comes to me asking for money i would want to know when i will get it back, what he needs it for, how much he needs etc what more a government. If my brother has the propensity to use the money for drink after which he beats up his wife and kids then i will never give him money for drink unless maybe after he is divorced (and thats a maybe). The scenario is this ZANU PF is such kind of brother, remember the R300mil of 2008 - no money for cholera drugs yet there was money to pay for ammunition brought by the Chinesse ship. Mugabe must understand that our responsibilities as a country are in order and we do not need anyone telling us what they are, food, jobs, health care, clean water, education (remember UZ has not written its Nov 2008 exams) and a Constitution that gurantees us what we have been demanding all along good governace which includes accountability for money. Some have been making noise about Zim$ again, if Gono is the lawfully appointed Guvnor then he must lawfully print such without bothering anyone afterall its his mess, be rest assured even Chatunga will not accept it as pocket money to school.
So even the money from the Chinses is going to be funneled through Biti!
Cuts to the heart of the matter when the PM says,
"It must be understood by all today, that any individual, or group of individuals, who are standing in the way of progress in the implementation of the GPA, are also standing in the way of Zimbabwe's rebirth and re-engagement with the family of nations at a political and economic level, including the removal of any restrictive measures,".
Basically, not even the Chinese trust their money when it goes through ZANU-PF hands. Translation: "Those who resist the provisions of the GPA (ZANU-PF) are those that stand in the way of development aid and the future of Zimbabwe"
No Reform, No Money................ AND a Billion from the Chinese STILL needs to go through "Western" banks - will they want to dirty their hands with money from Zimbabwe in the current state? AND it's STILL only 1/8th of what Zimbabwe actually needs.......
Who's feeding the people of Zimbabwe right now? Yeah, the "hated" West..........
"Total Empowerment!"
