The Ugandan governement does not have money to feed starving populations in the northern and eastern parts of the country but its has money to have brazen thieves in its amidst serially steal it.

The governement of Uganda headed by Museveni and his NRM despises AIDS sufferers as equally as it does the populations of northern and eastern Uganda, that is why it steals moneys meant for the former while it doesn't feed the latter.

Why exactly do the people in the eastern and northern parts of the country keep voting against their interests ? Because that's what Musevenis government does, it works against the interests of the northern and eastern populations.
