Fight climate change on two fronts at once. The use of biomass for fuel can help with the carbon cycle and the water cycle too. Africa has a terrifyingly renewable source of biomass: aquatic weeds. Their clearance would rectify your water cycles which would largely correct the climate troubles. They can be made into fuel many ways. If you can harvest them fast enough to deplete them, the benefits will be enormous. If you cannot, they are an inexhaustible fuel supply.
