government one wonders if that is a good alternative. The state government
has not done a good job disbursing the local government money and what make
you feel that the governors will be good custodians of the road projects.

Governors are ever ready to craft out a model to steal and stash away the
road project fund.
I would rather suggest that the Fed. Decentralize the ministry to state
level under the purview of the Minister of Works with a council of
Inspectors to oversee the activities of the ministry. They should publish
each project and how much that was allocated so the that the public would
also check and balance what is going on.
