TWO weeks ago, Senegal's prime minister Souleymane Ndene Ndiaye, confirmed that Alex Segura, the outgoing president of the International Monetary Fund (IMF), was given a briefcase that contained almost $200,000 (about sh400m) as a 'present' after having a dinner with the country's president Abdoulaye Wade last month.

Africa indeed needs a new breed of rulers and I totally agree with this view point. The genesis of self rule in Africa shows on acquiring independence, most countries in fact never had development plans. Like the above author asserts, most post independent rulers in Africa were emulating their colonial masters. Take for instance Mobutu Sese Seko. He treated Congo Kin. /Zaire like his property, just like Leopold, his colonial predecessor. The British had the British East Africa Company and guess what; the current east African rulers especially Kenya and Uganda have a ruling "clique" which are reminiscent of a people treating their respective governments like a private business! And not caring about the rest of their fellow citizens. Socialism didn't work for us, and capitalism is not African by nature and spirit! Yes, we need a new breed of leaders, leaders who put Africa first, not their pockets
