The report stresses that the prevailing state of insecurity in Côte d’Ivoire and the general breakdown in law and order and the administration of justice have resulted in a social environment in which the most basic rights of children are violated, including an alarming degree of violence against children at the community level. The report also notes that there is a persistent culture of impunity for crimes against children. Of the six categories of grave violations covered in the report, rape and other sexual violence against children is of particular concern. The report emphasizes the responsibility of the parties to the conflict in Côte d’Ivoire to address violations in the context of their responsibility for the maintenance of security in the territories under their respective control
