Cotonou, Benin — A few months after the people of Benin had kicked out of power the former dictator, Mathieu Kerekou, in around 1992, mass agitation started against the structural adjustment policies of newly elected President Nicephore Soglo in Cotonou. It puzzled me. Why? So early after this historic popular democratic expression?
The explanation, according to members of the labour groups, was simple: "We voted against Kerekou; we did not vote for Soglo."
