Kansteiner III, Assistant Secretary of State for African Affairs to the Corporate Council on Africa's U.S.-Africa Business Summit. The speech, at a luncheon during the Summit, was originally to be made by Secretary of State Colin Powell but he was unable to attend, due to the pressures of the war against terrorism.

Secretary Powell cares deeply about Africa and it just makes everything go a lot smoother when you’ve got a boss that really cares.
