Patrick Muhumuza, a businessman who was picked up from Bushenyi by ISO, has died in the organisation's dungeons. Lately, ISO and the Chieftaincy of Military Intelligence have been busy arresting alleged thieves, and rebel collaborators. The two organisations have been criticised for alleged torture, which has resulted in people dying in their custody. Human rights activists and lawyers insist that ISO and CMI might arrest, but have no business holding suspects.
What is worrying is that these people are not getting a chance to have their cases heard in court. The security organisations are not only arresting, but have turned into prosecutors, judges, and executioners. This erosion of the rule of law, and slide into barbarism must stop, or else public confidence in constitutional government will collapse soon.
