Residents OF Ujamaa villages of Tanzania are legally empowered to engage in tourism activities in their lands and to enter into agreements with tourism operators, according to an investigation on the rights of villagers and village governments.

Under the Village Land Act (VLA) of 1999, village governments have the final say on who can enter into an agreement regarding the use of village land.
