Kampala — THE Foundation for Human Rights Initiative (FHRI) has said there are at least 700 suspects arrested under Operation Wembley being held in Makindye Army Barracks and other ungazetted places.
In a report released on Thursday, FHRI said the suspects had never been produced in court.
"While we are sure of who is in Kigo, it is not clear who is Makindye Barracks," FHRI said in its 2001-2002 report.
"Most detainees kept in safe houses said they were subjected to various forms of torture. At least 30 were able to show their scars," the report said.
Livingstone Sewanyana, the executive director FHRI (pictured), urged the Government to stop detention in un-gazetted places.
"One of the methods used to torture them was called 'Liverpool,' where the detainees were laid on a bench and forced to drink large quantities of water and then beaten severely. A number of deaths resulted from this," the report said.
Ssewanyana said there are at least 12 safe houses known to FHRI scattered that are within Kampala and its surrounding surbubs.
