Uganda: Col. Mugenyi Denies DR Congo Plunder

Kampala — The director of procurement in the army Lt. Col. John Mugenyi said on Thursday he is not the officer named in the Justice David Porter Report.

"I have never been in [DR] Congo. I am not the officer named in that report," the colonel said on phone.

Justice Porter chaired a government Judicial Commission of Inquiry into the plundering of DR Congo's natural resources.

Government released the report on Wednesday.

Justice Porter recommended that government should carry out a "careful inquiry" into Col. Noble Mayombo's alleged involvement in mining, with Gen. Kazini, Lt. Col. Mugenyi, Col. Sonko and Lt. David Okumu.

The report gave only one name in mentioning a Lt. Co. Mugenyi, hence the confusion given that there is another officer by the same name and rank.

So Lt. Col. Mugenyi, a former chief joint security commander at Entebbe International Airport and now director of procurement in the army, said he has never been even 100 metres into DR Congo soil.

The UPDF has another officer called Lt. Col. Phinehas Mugenyi, the commander of the Kitgum-based 403 Brigade.

The 403 Brigade operated in DR Congo between 1998-2001.
