To that official, who leaves the country on Tuesday, the memorandum reflects the political willingness of both portuguese speaking States, and comes to cast the "the seeds for the strengthening" of the bilateral cooperation.

The practical concreteness of the memorandum will be on the hands of the two countries Police Commissioners, Mr Alberto Barbosa Júnior (Cape-Verde) and José Alfredo Ekuikui (Angola), who will materialize the agreement.

According to the Angolan Home Minister, Osvaldo Serra Van-Dúnem, the protocol means a lot for the development of the two countries towards the economic development, as it could be more valuable on fight against terrorism, drug trafficking, arms smuggling, as well as the illegal emigration.
