Kenya: Kenya: Constitutional Review Process Resumes

Nairobi — The smooth resumption of the review process in Nairobi on Monday, January 12, 2004, heightened Kenyans' hopes that a new constitution may be in place in six months.

The National Constitutional Conference (NCC) entered its third session at the Bomas of Kenya, Nairobi, hot on the heels of a consensus reached by an inter-parliamentary party group on some of the thorny issues that had earlier polarised delegates.

President Mwai Kibaki, while attending a Catholic episcopal consecration on Saturday January 10, 2004, reiterated his promise that Kenya will have a new constitution by June 2004, "although some leaders are seriously against it."

Senior cabinet ministers have been openly vocal against the law review.

The mood of Kenyans is that the constitution should be completed on schedule, by the designated delegates.

Kenya's Muslim community has said that the process should not be handed over to 'experts' as suggested by the Kenya Human Rights Commission and some leaders.

The Catholic Archbishop of Nairobi Most Raphael Ndingi Mwana 'a Nzeki and Anglican Bishop Peter Njoka hold that it should not be an issue who completes the process, so long Kenyans get their new constitution.
