Nairobi — The Government is fully committed to completing ongoing reforms in the prisons, Commissioner of Prisons Mr Abraham Kamakil has said. The endeavour will ensure that the penal institutions are rehabilitative rather than punitive centres.
"The Government would like to see a full transformation of our prison services. Being in the penal institutions doesn't mean one ceases to be a human being," he said.
Kamakil made the remarks while officially opening a workshop for middle-class prison managers at Tumainini Training Centre in Nairobi.
The five-day forum aims at introducing the participants to basic human rights issues and examining existing legislation-both national and international. It will identify best practices to be applied in prisons and examine possible obstacles and challenges.
