Lagos — The present political dispensation kicked off on May 29, 1999 without those elected into various political offices knowing the contents of the constitution they were to work with.

What it meant was that even if there were provisions in the military-imposed constitution that were inconsistent with modern democratic practices, they had to contend with them until such a time they are changed through the process of constitutional amendment.
