Johannesburg — FIVE years ago, the United Nations (UN) General Assembly approved a
set of targets for poverty reduction and human development to be
achieved by 2015. If the resources available remain at current levels
however, the so-called millennium development goals (MDGs) are beyond
reach. The need for a radical increase in aid to poor countries is
beyond dispute. The sums at hand are equally undisputed: $50bn a year
in additional aid would be enough for the goals to be met by 2015, a
paltry sum compared with the global gross national product of $40
trillion.
The question is where should the money come from.
