Johannesburg — THE governments of SA and Lesotho are considering the construction of the second phase of the Lesotho Highlands Water Project in a bid to meet the needs of SA's growing economy.
According to the Trans-Caledon Tunnel Authority, the bulk-water infrastructure company owned by SA, a treaty signed by the two neighbouring countries in 1986 envisages four possible phases of the project.
