Nairobi — The Sh5.8 billion Goldenberg payouts from Treasury were top secret and irregular, a retired Central Bank official said.
There were no initials of the CBK governor on three letters instructing the payments as proof that he was aware of the dealings. And neither was there a stamp mark acknowledging receipt of the documents at CBK as required, said Mrs Naomi Wangeci Munene.
