Mogadishu — The powerful of Islamic courts union (ICU) has officially issued a decree to ban the use and sale of the Narcotic stimulants known as Khat on Friday after the Islamic courts burnt number of bundles of khat to ashes in which exported from both Kenya and Ethiopia.
The decree issued expresses if incase someone caught or seen consuming the green leaf known Khat or selling that he\she would be either fined for money payment or arrested.
In a press conference held by the chairman of executive committee of the Islamic courts union Sheik Sharif Ahmed Sheik Ahmed read out the decree banning all sorts of stimulants mainly Khat, he said in his press conference "Consuming, transporting and merchandising the substance is illegal, this measure is from the consultative council to the executive council"
Sharif Ahmed says Owners or operators of buses caught transporting Khat which produces mild excitement when chewed will face fines of up 7 000,000 Somali shillings around ($800) while the Khat consumer would be fined to pay 500 Somali shillings around ($40) .
He told to the reporters that the narcotic leaf is social problem and affects the economy and health and it changes the proper function of the human brain.
This decree came after yesterday's violence demonstration took place in many parts of Mogadishu killing at least a teenage boy and wounding many others, the demonstration staged by a group angry Khat dealers and consumers protesting the ban of the Khat imposed by the Islamic courts.
The Islamic courts union imposed night curfew in Mogadishu overnight after rioting in many some parts in Mogadishu, it is the first time that the Islamists announce night curfew since they took control of most of southern Somalia.
