Kampala — LEGAL gaps that allow incumbents to misuse public resources in an election should be tightened before the next polls in 2011, a new report has said.
The report, authored by the Coalition for Election Finance Monitoring on behalf of Transparency International (TI) and the Anti Corruption Coalition, says deficiencies in the electoral laws allow the incumbent to use all resources attached to his office, including the "coercive" ones.
