Housing inadequacy is largely fe1t at the level of the low-income group, and further compounded with continuous rise in cost of construction. The lack of investment in construction work force and ineffective housing finance system has made the challenge of housing delivery more daunting in the country.

It is in response to the challenges of housing in Nigeria that the National Housing Policy was revised in 2004. The ultimate goal of the revised National Housing Policy is to ensure that all Nigerians own or have access to decent and safe housing accommodation at affordable cost, through private sector initiative with government encouragement and involvement.
