Nairobi — EVEN BEFORE THE Comprehensive Peace Agreement was signed on January 9, 2005, an upbeat Dr John Garang assured southerners that soon the dilapidated infrastructure in the country would be fixed. According to the CPA schedule, Southern Sudan would have tarmacked roads within the first 18 months of forming the government, with a reliable road network in place by 2008.

This, however, remains a pipe dream as most roads in Juba - the capital of Southern Sudan - are in deplorable conditions.
