'Automatic Promotion: Towards Practice' The policies related to automatic promotion remain a contested arena. While some people still doubt the efficacy of automatic promotion, others query its implementation. However, a major concern remains about learners who do not acquire the basic literacy and numeracy skills that are seen as prerequisites for the next levels of learning or class the children are promoted into.

In this respect, people still need to know what automatic promotion really means. Perhaps the best definition of automatic promotion could be drawn from the 1994 Education Policy review documents. The policy called it "assessed progression". A clinical approach can be used to illustrate the philosophy of assessed progression. A patient under the care of a nurse receives equal attention from a specialist such as a physiotherapist, dietician, nursing sister, and doctor in charge. All these members work as a health team, have all the equipment and resources they need to provide medical attention. Together as a team they provide support and monitoring of the patient and maintain clear records of the patient's progress. In the mean time the caregivers at home are taken on board at each stage of the treatment of the patient.
